Power of a Job: This position is an application developer supporting the Unemployment Tax and Benefits (UTAB) team and is directly linked to the mission and goals of the organization by ensuring the UI benefit systems continue to pay timely benefits as job seekers claim unemployment during their job search and career transitions. This position works under limited supervision.
This Journey application developer position applies complex technical knowledge and skills in support of the Unemployment Tax and Benefits (UTAB) System and related interfaces. This developer designs, develops, solicits, analyzes and documents business requests, prepares prototypes for solutions, writes code and configures features in GenTax, plans and executes tests, and performs technical support and maintenance activities in collaboration with other technical staff.
This position directly supports Unemployment Tax and Benefits system UTAB, an integrated COTS solution based on Fast Enterprises’ GenTax, which enables efficient and effective Unemployment Insurance (UI) program administration. The systems designed, developed, enhanced and maintained at ESD are highly visible systems that have agency-wide, multi-agency, and federal impact, providing UI Benefits applications and reports to statewide application users across multiple agencies. The incumbent provides options for technology solutions to business-critical business problems.
Respond to highly-complex processing problems and questions from customers on UTAB and related interfaces. Use problem solving skills to identify type of problem and determine viable resolutions. Assess system impact(s) on UTAB and work with IT and Business Systems Managers to understand business impacts.
Review assigned change requests and use system analysis skills to identify GenTax features and services that can be configured to satisfy the business needs. Identify any need for custom code or interfaces to resolve requests. Work with business systems analysts and business subject matter experts to understand business requirements. Prepare prototypes for demonstrating proposed changes.
Work independently to configure GenTax components and design and develop code for UTAB and related interfaces. Perform code reviews with peers and/or leads. Test and verify code and configuration changes, and ensure the changes get integrated and promoted to production.
Complete complex assignments improving or enhancing UTAB and related interfaces that are accurate and on time.
Facilitate and/or participate in business requirements definition sessions. Review and analyze customer business requirements and determine feasibility, alternatives and impacts of changes. Perform demonstrations of prototypes for resolving business requirements.

Six years of IT experience
Bachelor’s Degree in Information Technology or closely related field and two years of IT experience
performing position specific duties.
A combination of IT related education and/or relevant IT experience equating to 6 years.
Demonstrated skills in service-oriented design and development using C#, VB.Net and SQL.
Demonstrated testing skills – unit testing, requirements testing, user testing, load testing, functional, performance/load testing and regression testing.
Continuous development of skills related to new tools and techniques related to application development, maintenance and support.
