This position works remotely, requiring a telecommuting agreement and adherence to the UCSC Telecommuting/Remote Work Guidelines. The employee shall be available in a full-time capacity during assigned telecommuting work hours (specific hours to be discussed with supervisor). While telecommuting/remote working, the employee is responsible for ensuring a worksite environment suitable for accomplishing their regular job duties during scheduled hours of work and, if applicable, arranging for dependent care just as they would if they were working at the regular UCSC worksite.

The Smarter Balanced Assessment Consortium (SBAC) is a public agency supported by 15 members (13 states, one territory and the Bureau of Indian Education). Through the work of thousands of educators, Smarter Balanced created an online assessment system aligned to the Common Core State Standards (CCSS), as well as tools for educators to improve teaching and learning. Smarter Balanced is housed at the University of California Santa Cruz (UCSC) Silicon Valley Extension.

Reporting to the Executive Director, the Executive Administrative Officer (EAO) is accountable for providing executive oversight as it relates to the development and implementation of systems in support of organizational effectiveness, including measuring and supporting ongoing decision making, project management and procedures that support our K-12 educational stakeholders including State Educational Agencies, Local Education Agencies education advocates. The EAO will have executive oversight regarding Human Resources as well as communications, both vital to the continued development, implementation, and oversight of organizational policies that will maintain the institution’s team-oriented, high performance, and inclusive culture. With this in mind, the EAO will further sponsor improvements to ensure the organization has equitable and transparent processes to attract and retain high-value diverse team members.
Among the qualifications sought in candidates for this opportunity, perhaps one of the most important is demonstrated executive level experience overseeing a range of operational functions, preferably in a complex nonprofit organization, including human capital planning and support, project management, communications, continuous process improvement, organizational development, and record retention/knowledge management. Provide executive oversight regarding the development and implementation of organizational systems for reporting, measuring and supporting ongoing decision making and member services, project management, HR, public affairs as well as internal and external communication.
Directly and through subordinate staff, develop systems that ensure the Consortium’s human resources are used in a manner that efficiently and effectively support the Organization’s strategic goals.
Oversee internal project management, human resources and learning agenda to support the strategic direction of the organization, and consistency in approach for all functional groups.
Make recommendations/decisions and implement decisions on issues that have organizational-wide internal processes.
Directly, and through subordinate staff, establish systems and processes to ensure procurement, contract and invoicing processes for internal needs support best practice and effectively mitigate conflicts and/or risk.
Provide expertise and executive oversight regarding development and implementation of equitable and transparent processes for identifying human capital needs, recruiting and retaining high-value diverse team members, providing professional development to support team member growth.
Establish and/or support consistent performance management expectations, routines and review processes to help team members grow both within existing roles and via promotion to new ones.
Support managers in consistently implementing performance management routines and rhythms to help team members deliver their best work, and adjust course when they are not meeting expectations.
Design and implement a learning agenda to support staff members’ growth and enable conditions for high performance and innovation across the organization; collaborate with ESO and others on content. Oversee monthly virtual staff meetings and annual in-person staff meetings.
Measure team member experience and organizational culture, implementing changes and equitable policies as needed to grow a high-performance culture where team members naturally excel.
Support Executive Leadership Team and executive director with agenda development, facilitation and overseeing documentation regarding meeting outcomes as necessary to accomplish the executive leadership team’s work; support the executive director in accomplishing cross organization initiatives and work with the University as needed.
Develop, implement and follow through on the organizational policies necessary for creating and maintaining a team-oriented, high performance and inclusive culture where individuals do their best work; support and develop organizational practices of other areas of Smarter Balanced, work to define processes to integrate them throughout the organization.
Coordinate with Executive Leadership Team in setting short- and long-term organizational objectives; and establish process for implementation and method for accomplishing objectives that support the mission of the organization. Provide expertise regarding the development of long-term objectives related to communications, organizational effectiveness and member services.
