Description : The Service Delivery Technology team for the Information Technology and Records Management division of Health and Human Services is seeking a Full Stack Developer. The Service Delivery Technology team is responsible for developing and maintaining custom applications that meet the business needs of the department. As a member of an Agile SCRUM team, responsibilities include developing, debugging, and maintaining applications.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.
Location and hours:
Currently, this position is remote due to COVID-19. Once the COVID-19 emergency declaration is lifted, this position will be located on-site at the Hennepin County Government Center, 300 South 6th Street, Minneapolis, MN 55487. While temporarily designated as remote, workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will typically be Monday through Friday, 8 a.m. – 4:30 p.m.

In this position, you will:
Participate in eliciting functional and security requirements as a prerequisite to developing solutions in a security-conscious environment and collaborate in designing, developing, and deploying secure solutions using Azure Cloud Infrastructure to meet business and security requirements.
Work with various teams (Business, Development, Security, Operations, etc.) to design and develop multiple full stack applications from conception to product delivery.
Develop RESTful APls (using C#) and UI components (using Angular, HTML5, CSS3, SASS, JavaScript, Typescript, etc.) and integrate the components with the APls.
Participate in daily sprint reviews, planning meetings, and other events related to application development.
Develop, utilize, and promote engineering best practices and code quality standards.
Need to have:
One of the following:
Two-year college/vocational technical degree in a technology field.
An approved information technology certificate.
Completion of five college/vocational technical technology courses.
Completion of approved IT Hennepin County internship and two years or more of information technology experience.
Bachelor’s degree in a technology field and one year or more of IT experience.
Four years or more of technology experience.
Nice to have:

Entity Framework, LINQ to Entities, and OData.
C#, Angular, HTML5, CSS3, SASS, JavaScript, Typescript, OOAD (Object Oriented Analysis and Design) concepts, and OOP (Object-Oriented Programming)
Developing REST APls using the .NET framework, and consuming third-party REST API services.
Establishing Cl/CD pipelines using Azure DevOps.
Source control using GIT.
Using Azure Cloud based resources such as Azure Active Directory, Azure databases, and computing resources such as App Services.
Mentoring others
Participating in, and leading peer code review exercises.
Authentication and authorization using Active Directory (on-prem and Azure).
Application Security and Secure Coding.
Mobile-first and Responsive Web design and development.
Knowledge of:
User experience (UX) design.
Web Accessibility.
Internationalization and Localization.
Ability to:
Use creative problem-solving techniques when confronted with issues.
Provide excellent customer service and interact effectively with end users.
Work collaboratively with managers, customers, and other developers.
Communicate effectively, both verbally and in writing, with all levels of the organization.
Create written or video documentation
