Manages staff responsible for working with Legal and Records Management and staff to: Define the business, financial, and operational requirements of new and existing systems. Collaborate in the planning, design, development and deployment of new systems, and enhancements to existing systems. Determine ways of leveraging existing systems for new requirements. Enhance business processes, operations, and information process flow. Identify and resolve issues with existing systems. Leads the development and on-going refresh of the business related IT strategy for Legal and Records Management. Proactively identifies areas of opportunity to apply IT for new business opportunities, process improvement, and cost efficiencies. Acts as a trusted advisor to the business. Key point of contact for overall IT needs of Legal and Records Management. Provides insight to the overall IT organization on how to best develop and leverage IT capabilities for the organization(s).
Responsibilities:
Responsible for compliance with applicable Corporate and Divisional Policies and procedures.
Understands corporation’s vision, goals and strategies. Develops appropriate IT strategies aligned with the business.

Builds business relationships and understands business strategy and needs. Influences business partners to ensure business alignment, roadmap and priorities, harmonization of processes and consistency across organization
Elicits and diagnoses strategic business requirements for initiatives and programs. Provides advice and counsel regarding effective system utilization to meet business requirements.
Understands the business processes in multiple business functions. Leads development and application of strategy. Work involves application of high- level management and leadership skills. Has deep understanding of information systems industry and emerging technologies and implications for the broad business environment.
Set Technical Direction and Technology planning: Engage stakeholders in the development of functional and non-functional requirements for Records Management Applications. Proactively recommend technical improvements for Archiving systems to best support business outcomes.
Determines alternative delivery mechanisms. Understands industry best practice, strategies, and tactics in client business area.
Negotiates, secures, oversees and ensures that resources are available to meet the long-range operational demands of the business area.
Ensures adequate monitoring and delivery of the operational services by partnering with App CoE
Ensures adequate communication and coordination with the other BTOs
Oversees and control department budgets, project capital / RCE expenditures & ROI. Develops, monitors and meets expense and recovery plans. Continually looks for opportunities for cost avoidance and cost reductions. Manages IT investment for multiple functions.
Participates in setting policies and procedures. Identifies the impact of any relevant statutory, internal or external regulations on the organization’s use of information technology.
Operates within broad goals and objectives. Makes decisions that impact the division. Makes strategic decisions that impact the corporation. Has authority and responsibility for all aspects of a significant area of work. Is held fully accountable for actions taken and decisions made, both by self and any subordinates. Establishes and maintains high-quality relationships with all levels across the company and with external partners / suppliers.
Qualifications
Bachelor’s degree or equivalent experience, preferably in computer science, business information systems, or a discipline closely related to the client area served. MBA preferred.
Bachelor’s Degree with 9 years’ experience; Master’s Degree with 8 years’ experience; PhD with 4 years’ experience
1-2 years supervisory and employee development experience. 2-3 years strategic IT planning experience.
5 years leading software engineering or application development teams with preference for development in tools within Legal (ie: iManage) and Records Management (ie: Informatica) landscape
Can explain and present complex technical ideas to both technical and non-technical audiences at all levels up to the highest in a persuasive and convincing manner.
Broad and deep IT knowledge coupled with equivalent knowledge of the processes and activities of the business.
Able to understand and communicate the potential impact of emerging technologies on organizations and individuals and can analyze the risks of using or not using such technologies.
Experience designing multi-tier technical solutions including and combining custom built applications, commercially available software, and enterprise reporting tools.
Working experience & management of regulated information systems & Computerized Systems Validation
Experience with at least 1 Content Management and archiving technology from vendors like Microfocus, Informatica, Oracle, OpenText, or IBM
Experience leading the adoption of Agile application development practices in a highly regulated environment.
Must be comfortable with ambiguity; demonstrate problem solving and creative thinking skills
