This position works remotely, requiring a telecommuting agreement and adherence to the UCSC Telecommuting/Remote Work Guidelines. The employee shall be available in a full-time capacity during assigned telecommuting work hours (specific hours to be discussed with supervisor). While telecommuting/remote working, the employee is responsible for ensuring a worksite environment suitable for accomplishing their regular job duties during scheduled hours of work and, if applicable, arranging for dependent care just as they would if they were working at the regular UCSC worksite.

The Smarter Balanced Assessment Consortium (SBAC) is a public agency supported by 15 members (13 states, one territory and the Bureau of Indian Education). Through the work of thousands of educators, Smarter Balanced created an online assessment system aligned to the Common Core State Standards (CCSS), as well as tools for educators to improve teaching and learning. Smarter Balanced is housed at the University of California Santa Cruz (UCSC) Silicon Valley Extension.

JOB SUMMARY
Reporting to the Executive Director, the Executive Administrative Officer (EAO) is accountable for providing executive oversight as it relates to the development and implementation of systems in support of organizational effectiveness, including measuring and supporting ongoing decision making, project management and procedures that support our K-12 educational stakeholders including State Educational Agencies, Local Education Agencies education advocates. The EAO will have executive oversight regarding Human Resources as well as communications, both vital to the continued development, implementation, and oversight of organizational policies that will maintain the institution’s team-oriented, high performance, and inclusive culture. With this in mind, the EAO will further sponsor improvements to ensure the organization has equitable and transparent processes to attract and retain high-value diverse team members.
Among the qualifications sought in candidates for this opportunity, perhaps one of the most important is demonstrated executive level experience overseeing a range of operational functions, preferably in a complex nonprofit organization, including human capital planning and support, project management, communications, continuous process improvement, organizational development, and record retention/knowledge management. The new leader for the position will bring: familiarity with nurturing and maintaining a healthy workplace culture; and experience ensuring that organizational practices, services, and behaviors support and promote diversity among staff.

Oversee internal project management, human resources and learning agenda to support the strategic direction of the organization, and consistency in approach for all functional groups.
Make recommendations/decisions and implement decisions on issues that have organizational-wide internal processes.
Directly, and through subordinate staff, establish systems and processes to ensure procurement, contract and invoicing processes for internal needs support best practice and effectively mitigate conflicts and/or risk.

REQUIRED QUALIFICATIONS
Advanced degree in related area and / or equivalent experience / training
Advanced experience leading complex cross organizational projects
Advanced experience in educational management and leadership skills to support a team that engages in complex, technical and time-sensitive work while maintaining a positive work environment
Demonstrated experience overseeing functions of a complex nonprofit organization including at least two or more of the following: annual human capital planning and support, communications, process improvement, organizational development and record retention/knowledge management
Familiarity with nurturing and maintaining a healthy organizational culture, with priorities on diversity and inclusion
Ability to change the thinking of, or gain acceptance from and collaborate with, others involving project work and initiatives

SPECIAL CONDITIONS OF EMPLOYMENT
