The trust runs a busy hospital, The Princess Alexandra Hospital and provides services at St. Margaret’s Hospital and Herts and Essex Hospital. Working hours for this role are Mon-Fri 9am to 5pm with a rate of pay £22.62 per hour. This placement will be for 3 months with a current end date of 30th April 2022.Job PurposeWork with the divisional management team within specific clinical areas and in partnership with other Service managers and clinicians to ensure the effective provision of consistent quality servicesWork with the divisional management team to ensure the achievement of performance and other local and national clinical and non-clinical targets.Provide operational management to the service, supervising systems and processes for specific areas.In liaison with the quality and governance leads ensure appropriate systems and processes are established in departments to support the robust reporting and progress of governance, risk and safeguarding issues.Manage designated financial resources within budget and support the Divisional Operations Director/General Manager/Head of Nursing/Head of Midwifery in financial management within the DivisionPRIMARY DUTIES & AREAS OF RESPONSIBILITYLeadership – Provide effective leadership to specific clinical and non-clinical teams and individuals.- Provide and receive complex, sensitive and contentious information where a wide range of skills including persuasion, motivation, negotiation, empathy and reassurance are required e.g. cost improvement plan requiring redeployment of staff, modernising services, implementing change, disciplinary and capability procedures.- Support the establishment of a clear vision for these specific work areas with senior colleagues to create a working environment that empowers staff to achieve optimal performance- Ensure the achievement of national access targets including 18 week RTT, emergency care targets and cancer targets- Lead on the production of the monthly Divisional Performance report for business meeting- Contribute to the wider management of the Division and of the Trust on specific projects as and when appropriate- Ensure that there is widespread implementation of robust human resource (HR) practices, in line with the Trusts HR Strategy and Trust policies- Participate in the development and resourcing of the workforce and role development in line with service need and local and national trends- Monitor effective staff communication and involvement ensuring staff have the opportunity to be involved in and influence the planning and development of services- To lead on Division wide work streams such as demand and capacity planning and inpatient length of stay reductionHuman Resources- Line-manage specific teams or departments (for example administrative areas, although this is not restrictive and will be by agreement within the division as required) and ensure effective staff management of these teams and compliance with mandatory and statutory training.- Monitor levels and standards of performance, staff conduct, standards of behaviour, appearance and staff absenteeism as appropriate ensuring these matters are dealt with effectively.- Manage medical staffing rotas- Lead the recruitment and retention process of staff as appropriate, effectively inducting new staff in accordance with the Trusts Induction Programme and ensure implementation of workforce planning targets as identified.- Facilitate the personal and professional development of staff through the Trust’s Performance management and Staff Development Programme, ensuring the education, training and development of staff as appropriate.- Ensure the effective operation of all appraisal and performance review systems for administrative staff (or other specified services) across the division- Ensure that designated staff groups within the division are working to competencies which are regularly assessed and appropriate to the service in line with Agenda for Change and the Knowledge and Skills Framework.- Participate in Divisional meetings; Chair/support designated departmental meetings and local advisory groups representing the Trust and division.- To be involved in investigations and the development and presentation of management casesFinancial Management- Manage staff, income and expenditure budgets for the departments within the Division ensuring that activity is managed in line with service agreements.- Work with the Divisional management team on the introduction and utilisation of service line reporting to ensure balanced reporting of income and expenditure and lead in the development of service line management across the division- Work with services to proactively manage and develop income generating activity, including supporting marketing initiatives and business development opportunities- Inform staff within the Division about budgetary pressures and seek their views on ways to achieve maximum benefit from resources available- Deliver a balanced budget at the end of the financial year, ensuring that monthly positions are reported and actioned appropriately- Working in partnership with the Divisional Management team, be responsible for the identification and delivery of Quality, Innovation, Productivity and Prevention (QIPP) schemes for the Division- Work with key staff in the Division to ensure they fully understand staffing establishments and the budget. Ensure that they have access to relevant budget statements on a monthly basis and provide support and training on the use of IPROC as appropriate- Comply with Trust standing financial instructions- Prepare bids for capital and revenue funding within specific service areas. Assist the Operations Director in management for the capital bids process and provide support to service leads- Lead on the implementation, monitoring and delivery of agreed CQUIN targets within the division- Lead and implement the data quality improvement programme across the division and ensure robust systems, processes and policies are in place for accurate data capture and reportingService Delivery & Change- Lead and participate in the redesign and business development work of the division focusing on agreed specific projects and the development of the Trusts Electronic Patient Record systems (EPR & RIO)- Lead in assessing the capacity and demand for services and patient pathways improving patient flows through the system in specific areas as agreed with the divisional management team. In particular supporting the implementation and development of agreed integration projects- Ensure delivery of high quality clinical services in line with the Trust’s service strategy and financial plan.- Ensuring the delivery of 18 week target for all clinical services working with the service improvement team and 18 week lead, supporting and delivering change as required- Contribute to the planning and development of the Business Plans for specific clinical and non-clinical areas in line with National Policy and Local and Trust priorities- Lead on the delivery of targets relating to clinical coding and HRG coding and ensuring that targets for data quality, including recording of NHS number and ethnicity, are met within the Division’s services. Also to report on other agreed performance indicators including identifying themes and trends on a regular cycle.- Develop policies to address service pressures and constraints.- Project manage specific projects within the division and ensure project plans deliver to agreed timescales- Assist the service manager with the development of cle
