Job overview
An opportunity has arisen for a well-motivated individual to join the Corporate Information and Analysis Team. You will be responsible for submitting the trusts NHS commissioning datasets to the Secondary Uses Service. This enables health care professionals to measure and compare the delivery and quality of care provided and to support them in sharing information with other health professionals and organisations.
Commissioning Data Sets currently support the following Activities:
monitoring and managing NHS Service Agreements
developing commissioning plans
supporting the National Tariff Payment System
underpinning clinical governance
understanding the health needs of the population
reporting waiting time measurement
Key to meeting these challenges is having advanced skills in Microsoft SQL Server Management Studio and Microsoft Visual Studio, an aptitude for analysis and interrogation of data and good report writing skills in Business Intelligence software
You will play a key role in producing the datasets, analysing them and maintaining excellent data quality standards.
You will be educated to degree level or equivalent and have experience in an analysis environment. You will possess strong analytical skills and have an extremely good working knowledge of Excel. You will have excellent communication/interpersonal skills.
This is an excellent opportunity to work in a role to drive forward change within the Trust.

The post holder will work within the Business Intelligence arm of Corporate Information team. They will report directly to the Business Intelligence Manager

KEY DUTIES
Ensuring all Commissioning Data Set deadlines are adhered to. This includes Admitted Patient Care, outpatients, Emergency Care Data Set (ECDS), Maternity Services Data Set (MSDS) and Community Services Data
Ensuring all CDS submissions surpass minimum standards required the quality of output. This will involve running data quality checks and producing new data quality reports.
To be responsible for the management of an effective Business Intelligence system.
To manage the production and provision of all datasets/extracts that will support the analysis functions
To provide expertise in the use and deployment of software to support reporting
To undertake the implementation and support of highly complex specialist Business Intelligence solutions
To work with the Assistant Director of Information, to determine future work priorities and timescales.
To oversee the design of reporting outputs that are considered to be user friendly, clear and accurate.
To include the use of graphical techniques where appropriate, to enhance the presentation of outputs.
To work closely with other information colleagues to ensure delivery of all work required in order to meet scheduled deadlines.
To regularly attend appropriate service meetings in order to represent the Business Intelligence service.
To introduce a robust mechanism of allocating appropriate user access levels to reporting systems
In liaison with the Business Intelligence Manager, ensure that all training courses that will be provided to users, fully reflect the instruction needed to successfully utilise the tool/s in the workplace.
To work closely with the development team to successfully manage the data management mechanisms that are in place (including SQL server).
To automate data downloads and ensure that mechanisms are in place to validate the successful completion of all jobs and introduce timely remedial action when necessary.
To replace all existing data production processes with new processes that produce the outputs via the most appropriate tool e.g. PowerBI, SSRS or Qlikview
To optimise the use of existing tools that are available, and revise processes if improvements can be made.
To work with the Data Quality Controller to ensure that all new information outputs are quality assured by representatives from all relevant parties.
To liaise with the Data Quality Controller to ensure that all outputs produced adhere to national guidelines (e.g. DSCNs).
To introduce a sign off mechanism so there is a full audit trail from all stages of the system design process from departmental representatives
To regularly have contact with service managers and executives to determine current and future requirements for Business Intelligence
To attend regional/national events as appropriate and ensure that all information/knowledge gained is disseminated to other staff.
To undertake additional ad-hoc duties as appropriate.
To deputise for the Business Intelligence Manager, as and when required.
The location/base of this role may change at any time, and the post-holder may have to manage services across numerous sites.
CLINICAL & PROFESSIONAL RESPONSIBILITIES
To oversee the design and content of all supporting documentation that will be made available to users.
To ensure that all processes undertaken by the team are fully documented in written procedures. Also, that all procedures are tested and are made available to other members of the Business Intelligence department (to ensure continuity of service).
To ensure confidentiality of patient data at all times, by awareness and compliance with relevant legislation and guidance (both local and national)
ADMINISTRATIVE RESPONSIBILITIES
To ensure specification documentation is kept fully up to date and signed off
To ensure all coding is documented
Assist with the upkeep of records relating to staff trained across the organisation.
TEACHING & TRAINING RESPONSBILITIES
To demonstrate the tools available to appropriate audiences and encourage the centralised production of all reporting information as the strategic direction for the future
To carry out staff training and provide support to staff with the completion of new data collection/information production processes and systems
LINE MANAGEMENT/SUPERVISORY RESPONSIBILITIES
To plan the workload of the team, with set timescales for delivery of each work package
To be responsible for all human resource issues relating to the data intelligence staff, including appraisals, recruitment and selection, disciplinary and sickness absence management
To ensure that all Business Intelligence staff have adequate induction and training provision
FINANCIAL RESPONSIBILITY
When looking at purchasing new software to aid the business solutions the trust can offer, ensure a full cost benefit analysis is undertaken

Qualifications
Essential criteria
Educated to GCSE level or equivalent qualification and/or equivalent experience
Educated to degree level or equivalent qualification and /or equivalent health informatics experience
Member of professional organisation e.g. ASSIST: IHM, UK CHIP
