With a global network of thousands of medical, scientific, and legal experts, PHR uses the power of medical and scientific evidence to document human rights and humanitarian law violations and prevent abuses, protect survivors, and promote justice and universal human rights for all.Building upon its highly respected place in the field, and supported by a committed and talented team, PHR is seeking a Scaling, Business Modelling, and Costing Consultant to support PHR’s MediCapt app and multisectoral training’s growth at scale.Location: Remote (Global)Reports to: Director, Program on Sexual Violence in Conflict ZonesClassification: This is a temporary, part-time consultancy through March 2022, with the possibility of extension.Organizational OverviewPhysicians for Human Rights was founded in 1986 by five physicians who were united in the belief that health professionals, with their specialized skills, ethical duties, and credible voices, are uniquely positioned to prevent harm and promote respect for human rights. Since its founding, PHR has built a long and distinguished record of accomplishment by conducting groundbreaking investigations and advocacy, in concert with strategic partners.PHR’s approach includes extensive documentation of the use of illegal and inhumane weapons in armed conflicts, attacks on civilians, and the physical and psychological impacts of torture and sexual violence as a weapon of war. Other core activities include protecting the rights of those seeking asylum in the United States, the human rights implications of the COVID-19 pandemic, and halting attacks on medical facilities and frontline health professionals.With its dedicated staff of approximately 50 people, dozens of interns, consultants, and thousands of volunteer experts, Physicians for Human Rights:Produces evidence about human rights violations based on medical science, research, investigations, and forensic documentation that supports prosecution of perpetrators in local, regional, and international justice settings;Trains and supports medical, law enforcement, legal, and justice professionals in conflict and post-conflict regions to document torture, sexual violence, and other violations so that there is an evidentiary foundation for prevention, protection, justice, and redress for these crimes;Works with medical associations and individuals to reinforce the highest standards of medical ethics and uphold their professional obligation to “do no harm”;Defends medical professionals when they are harassed, attacked, or jailed by authorities for carrying out their professional obligations;Corroborates the human rights abuse claims of people fleeing government-sanctioned persecution and torture through a network of more than 2,000 medical professionals who conduct physical and psychological examinations of U.S. asylum seekers; andAdvocates for human rights policy reforms globally and for robust responses to rights violations from local and national governments, regional bodies, and the United Nations.Role DescriptionThe consultant will work with PHR staff and consultants to validate and refine scaling plans: one for PHR’s multisectoral training related to the forensic documentation of sexual violence and a second for the MediCapt forensic documentation app. PHR will use these plans to grow and scale this important work and to understand the financial implications of such scaling from an organizational standpoint, including the cost to partners to adopt these innovations.The deployment of MediCapt and the multisectoral training projects at scale will necessitate flexible structures based on the context and country of implementation and will be implemented through PHR partnerships with large international multilateral organizations, humanitarian organizations, and governments to uptake the innovation. Implementation models include: working with subnational entities such as county health authorities in settings where health care implementation is decentralized, as we are currently piloting in Kenya; working with humanitarian organizations through the cluster systems to identify new scaling partners and resources to deploy for implementation; and working with international organizations that can provide funding, leverage, and coordination, particularly in settings where public sector scale-up is not feasible because of limited resources or capacity. PHR will use a consulting model, providing technical assistance and quality control for implementing entities using the open-source application and supporting materials. The consultant will analyze and cost these models and suggest additional scaling models where appropriate.ResponsibilitiesCollaborate with PHR staff and consultants to develop a business model and scaling strategy for the multisectoral training program, based on realistic and feasible pathways to scale;Collaborate with PHR staff and consultants to analyze, refine, and test the existing business model and scaling strategy for the MediCapt app, based on realistic and feasible pathways to scale;Assess current scaling strategies, identify gaps and areas for improvement, and develop a plan for completing the project through document review, conversations with key stakeholders, and external research;Develop costing models for MediCapt and the multisectoral training program to ensure sustainability of these interventions. The models should also include:Tools to allow PHR to update them if key assumptions change in the future;A brief public-facing version to be shared with potential adopters of MediCapt and the multisectoral training program;Ensure coherence between the MediCapt and capacity development scaling strategy, business models, and costing models to ensure they can be used separately or together if partners and/or PHR scale the two interventions as a comprehensive suite of activities;Draft materials and liaise with PHR experts and staff to provide input to costing models and scaling strategies, where necessary;Lead meetings with PHR staff and consultants to coordinate the project and participate in regular calls with the PHR team;Complete the projected six key deliverables within the following estimated days: (1) Landscape assessment of current business models, scaling strategies, and costing assumptions, including an analysis of the feasibility requirements associated with different scaling models (10 days); (2) Work plan for project, and revisions of plan if needed from PHR input (2 days); (3) Multisectoral training program scaling strategy and costing model, including the implications of choices made in the scaling strategy on the business and financial models (14 days); (4) Final multisectoral training program business model, scaling strategy, and costing model (5 days); (5) Refined MediCapt business model, scaling strategy, and costing model, including the implications of choices made in the scaling strategy on the business and financial models (14 days); and (6) Final MediCapt scaling strategy and costing model (5 days).Skills and Qualifications of the Ideal CandidateWhile no one candidate will possess all of the qualifications listed below, the ideal candidate will embody many of the following professional and personal abilities, attributes, and experiences.Experience scaling and costing tech-based and/or capacity development tools to address sexual and gender-based violence or other complex problems;Expertise in evaluating scaling models and costing for digital health applications;Pro-activity and ability to work independently;Excellent project manager, flexible and skilled in executing multiple tasks, managing work plans and budgets, and working with diverse groups of stakeholders across multiple global teams;Superb oral and written communication skills in English; French a plus;Experienc
