SUMMARY
COVID-19 Vaccination Program – People Experiencing Homelessness in LA County Los Angeles County is home to over 65,000 people experiencing homelessness (PEH). Approximately 12,000 PEH live in 300+ interim housing (sheltered) settings across the county and another 48,000 live in unsheltered settings. Centers for Disease Control and Prevention, California Department of Public Health, and LA County Department of Health Services (DHS) have prioritized vaccination in PEH living in shelters and crowded encampments. DHS Housing for Health has created multidisciplinary COVID Response Teams (CRTs) to engage a diverse group of community stakeholders, PEH, and homeless service agency workforce members to organize, engage, and coordinate opportunities for people experiencing homelessness to be offered pathways to testing and vaccination within in an equitable framework.
Please note that these are contracted hourly full-time positions through a fiscal intermediary and are not an indicator of future employment and other benefits with LA County. Due to the dynamic and fluctuating nature of the COVID-19 pandemic, these contracted positions have an open-ended termination date within the 2021 calendar year.
The Vaccination Program will consist of multidisciplinary teams (comprised of registered nurses, licensed vocational nurses or emergency medical technicians, community health workers, and programs and operational staff) to engage PEH, formerly PEH living in permanent supportive housing, and homeless service agency staff members in vaccine education and field-based vaccination clinics in shelters, encampments, and housing sites across the county. The Vaccination Program will partner with community organizations, community-based providers, and other community stakeholders – including people with lived experience of homelessness, public agencies, funders, etc. – to develop culturally relevant education, engagement, and vaccine distribution activities for sheltered and unsheltered PEH, ensuring that we serve those who are at greatest risk for COVID-19 infection, illness, and death. The Emergency Medical Technician – Paramedic (EMT-P) in the Vaccination Program will be involved in operational implementation of field-based vaccination protocols.
ESSENTIAL FUNCTIONS
Respond to emergency situations during vaccination clinics which may include patient assessment, treatment, and monitoring
Administer COVID vaccines and conduct post-vaccine monitoring under the supervision of a field-based RN or APP
Develop competency in COVID vaccine storage, handling, and cold chain management technique
Prepare mobile vaccination clinic and supplies and support maintenance of vaccine inventories
Conduct rapid mobile vaccination clinics as needed to prevent vaccine waste
Participates in COVID Response Team huddles and care coordination activities
Utilizes County vehicles to transport clients and/or supplies
Conducts street-based health triage related to COVID and other health needs of vulnerable PEH
Provides COVID and other health education
Provides COVID-related and other health care services per established protocols, including acute symptom management, wound care, chronic disease management, and first aid
Performs COVID testing
Supports MDTs in notification process of COVID + tests and development of safety practices for “shelter in place” if placement is declined
Performs street-based wellness checks and symptom monitoring for COVID positive unsheltered PEH or PUI while in full PPE
Facilitates referrals to Quarantine/Isolation beds for COVID symptomatic PEH and other COVID shelters as needs are identified

JOB QUALIFICATIONS
Ideal candidates will have worked in an emergency setting serving PEH
Ideal candidates will be organized, diligent, creative and ready to do “whatever it takes” to serve people experiencing homelessness and homeless service agency staff with empathy and compassion
Ability to make thoughtful decisions and exercise sound judgement; be self-directed, resourceful, and creative in problem-solving
Existing relationships and trust within communities of focus
Ability to build and maintain trusting relationships with community stakeholders and health and social service providers
Ability to listen to clients empathetically
Ability to work independently and as part of a team in a constantly changing environment
Personal strength, resilience, and stability to allow community health workers (CHWs), with support of supervisor and work team, to face very challenging situations and avoid re-traumatization and vicarious trauma
Feel comfortable in environments such as homeless shelters and/or homeless encampments
Ability to work a full 8-hour shift with the potential for an expanded 12-hour shift
Education/Experience
Experience working with individuals who are experiencing homelessness, especially those who have complex physical health and/or behavioral health conditions
Ability to effectively communicate verbally in other languages, e.g. Spanish
Experience working with the public or with community groups performing duties such as answering questions, and providing information about physical health, mental health, and social services to clients or patients
Certificates/Licenses/Clearances
A valid California Class C Driver License and access to reliable transportation
A valid California Paramedic License
Successfully clear the Live Scan process through Los Angeles County
Successfully clear the Medical Clearance process through Los Angeles County
