Description : PreviewOverviewThis position supports the North Carolina Department of Public Health’s (NCDPH) mission and strategic plan by enhancing preparedness and response for emerging public health threats through serving as the emergency response communication and coordination hub; providing leadership and vision through planning and guidance; effective management and oversight of emergency preparedness funds; and providing good customer service.The incumbent will work with the North Carolina Department of Public Health (NCDPH) programs and various Federal, State, and local agencies involved in terrorism and emergency response preparedness planning to ensure a coordinated, multidisciplinary Statewide effort to ensure adequate emergency pharmaceutical response. These agencies include: the Governor’s Office of Emergency Services Emergency Medical Services Authority (EMSA), Department of Consumer Affairs (DCA), the Mental Health Services Division (MHSD), Department of Social Services (DSS), Department of Developmental Services (DDS), Federal agencies such as the Drug Enforcement Administration (DEA), the Food and Drug Administration (FDA), the Centers for Disease Control and Prevention (CDC), the Department of Homeland Security (DHS), and others as appropriate. The incumbent will direct and oversee the development of emergency response plans related to pharmaceutical and medical supply requests, storage, deployment, and use. The Pharmaceutical Consultant II (Specialist) (PC II) (Spec.), under the direction of the Assistant Deputy Director, will have responsibilities for varied aspects of the Strategic National Stockpile (SNS) operational planning, the Chempack Project, the Cities Readiness Initiative (CRI), and the Hospital Preparedness Program (HPP) as it pertains to the selection of and purchase of pharmaceuticals. The PC II (Spec.) assists in selecting, training, directing, deploying, and coordinating assigned NCDPH resources including assigned staff, responding to public health disasters for which the NCDPH has jurisdiction or responsibility pertaining to the request and deployment of medical supplies and pharmaceuticals staff. Up to 20% travel is required to attend meetings and participate in workgroups on behalf of the EPO relating to public health emergency and response issues; attend Federal and State training programs, in-services and continuing education courses, workshops, conferences, and local site visits.ResponsibilitiesDevelop and update operational plans and procedures for the activation and deployment of the pharmaceuticals in the State. Assists the lead working with other programs within NCDPH, other State agencies, local health departments (LHD), and Federal entities to plan and respond to an emergency event necessitating the request and deployment of medical supplies and pharmaceuticals.Review and monitor the operation of pharmaceutical assets for North Carolina including the forward deployment of and periodic maintenance of nerve agent antidote drug caches in the Chempack Project: management of the NCDC SNS Program including the CRI and the State’s $50 Million antiviral stockpile; providing assistance to EMSA in the procurement, storage, security, and deployment of emergency pharmaceutical caches for the North Carolina Medical Assistance Teams; and, obtaining and maintaining the proper Federal and State permits and licenses required for the storage of pharmaceuticals by NCDPH and EMSA.Travel is required to attend meetings and participate in workgroups on behalf of the EPO relating to public health emergency and response issues; attend Federal and State training programs, in-services and continuing education courses necessary to maintain program knowledge and skills, workshops, conferences, and local site visits.Direct and oversee the development and maintenance of the NCDPH Emergency Response Plan related to the procurement, storage, and use of medical supplies and pharmaceuticals including vaccines and antitoxins. Ensures that the State SNS operational response plans and procedures are routinely tested (i.e., exercised) as part of the ongoing readiness activities and quality assurance and develops emergency response plans for deployment of drugs used for radiation protection.Evaluate emergency response plans to provide recommendations to the unit lead in directing State staff designated as Disaster Service Workers activated as part of NCDPH’s emergency response activities in management and coordination of emergency preparedness operational activities pertaining to deployment of medical supplies and pharmaceuticals.Other job-related duties as required. In the event of an emergency activation, the incumbent may be required, on short notice, to work irregular and overtime hours during disaster operations in order to support one of four CDPH Emergency Operation Centers (EOC).
